Purpose of Position
Serve as the executive for overall strategic, administrative, and fiscal matters within the Department of Ophthalmology and the Mitchel and Shannon Wong Eye Institute. Help launch and manage the newly-established Department, working closely with key stakeholders.
Define departmental strategy and initiatives in the context of the overall medical school strategy. Create business plans and partnership models, with the support of and in coordination with medical school leadership. Assist in the development and implementation of the physician recruitment strategy for tenure-track, part-time and volunteer faculty, including the design of performance-based compensation models and screening for cultural fit. Identify and form strategic partnerships with key local, state, and national physician leaders across the range of specialties under the Department of Ophthalmology and the Mitchel and Shannon Wong Eye Institute umbrella. Design and implement integrated, value-based payment models for key clinical episodes and patient types in conjunction with the Seton Health Family and Central Health, including through collaborating with other disciplines and schools at the University of Texas at Austin. Facilitate the design and implementation of the organizational structure for the Department of Ophthalmology and the Mitchel and Shannon Wong Eye Institute, including defining key reporting relationships and representation on cross-functional leadership bodies. Manage the day-to-day operations of the Department of Ophthalmology and the Mitchel and Shannon Wong Eye Institute, including working closely with DMS Finance and HR on the annual budgeting process and hiring staff. Assist with all required accreditation activities for local, state and national bodies. Assist in the definition of a set of meaningful and comprehensive clinical, financial and operational metrics and ensure their regular and transparent reporting to all key stakeholders. Evaluate new tools and technologies to support and enhance the provision of clinical, educational and research services by the Department. Represent the Department of Ophthalmology and the Mitchel and Shannon Wong Eye Institute in key Medical School, University and community committees and bodies. Liaise with the Seton Health System and Central Health leadership to develop integrated operational models and common systems. Proactively engage other departmental leaders to develop shared guidelines for departmental innovation and practices. Collaborate with the research and teaching functions within the Department and the Medical School, including incorporating trainees in new team-based care delivery models. Manage grants and oversee research budget. Assist the Department Chair in the initial development of all aspect of the clinical enterprise. Serve as a communications clinical champion, collaborating with DMS Communications and other departments. Develop strategies and key messages for promoting projects being done in the Department. Ability to develop material for blogs, newsletters, and social media, that target multiple audiences. Assist the Chair in strategic allocation of philanthropic funds, providing financial oversight and accountability.

MBA, MPP or other advanced degree with a focus on health policy/health administration. A minimum of five years of experience working in leadership positions in health related organizations. Demonstrated knowledge and experience with current issues in health care and health care reform. Strong executive presence and presentation skills in front of senior level audiences, including demonstrated meeting facilitation abilities. Experience in the areas of strategic planning, financial management, program development, quality improvement, and project management. Excellent critical thinking and problem-solving ability. Strong quantitative and financial analysis skills. Demonstrated ability to work in a team oriented environment requiring strong verbal and written communication skills and strong interpersonal skills, including ability to positively interact with executives, physicians, and staff at all levels. Highly organized and decisive, with the demonstrated ability to set priorities and delegate tasks when appropriate. Experience with continuous performance improvement methodologies in health care, such as Lean, Six Sigma, etc. The Dell Medical School is especially interested in qualified candidates who can contribute to diversity and excellence within the learning health system. The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
